Sri Deiva Naayaga Perumal Temple in Thiru Devanaar Thogai (Thirunangur, Mayiladuthurai district, Tamil Nadu) is the 39th Divya Desam. It was celebrated by Thirumangai Alvar in 10 pasurams. The name Devanaar Thogai translates to "the sacred gathering of the celestials" (Devas + Thogai meaning congregation).
According to the sthala puranam, the 330 million devas faced an overwhelming crisis when the balance of cosmic dharma was disrupted. Led by Indra, Brahma, and Brihaspati, all the gods assembled together in this peaceful forest grove and engaged in collective penance, praying for the manifestation of a supreme spiritual guide who could anchor dharma in the world. Pleased with their unified devotion, Lord Vishnu appeared as Deiva Naayaga Perumal (the Sovereign Leader of all Devas) and blessed the divine assembly. Through His divine grace, the great Brahmarishi Vashishta was born to guide mankind.
The presiding deity stands facing West, holding His conch and discus in an attitude of supreme protection. Devotees seeking unity in family relationships, corporate leadership blessings, and peaceful reconciliation gather to worship at this temple of collective divine assembly.
